MDS elaborates a goal using a language called GEL (Goal Elaboration Language). Goals are elaborated in files called gel files. Inside the gel files is where you define a goalnet. Goals typically consists of a state constraint defined to be a constraint on the values of a state variable, over a period of time designated by two time points.
