Why the need for an HDCP experience & knowledge base?

The NASA High Dependability Computing Program (HDCP) is a distributed project, with many members located in different places. Nonetheless, they have to frequently communicate with each other, and share information and knowledge in an easy way (i.e. to have permanent access to shared information at some central site, namely the models, metrics, etc. that are compiled by the project). On the other hand, the empirical team needs to access information on evaluation work that is done by the many technology developers. Project members should be informed of the work of other members (testbeds, empirical evaluations) and learn from each other's experience relative to the HDCP project. HDCP members also need a space to communicate ideas, to ask questions and receive answers. These pieces of knowledge must be captured and reused within the project (since some tasks might be repeated by different members, or even by the same people more than once). This HDCP community of practice needs an online space to "meet" and collaborate, and their knowledge must be captured, organized and efficiently shared.
